Vice President, Public Affairs Practice

As NMS’ Vice President of Public Affairs, Jessica Boulanger oversees a bipartisan team of analysts, strategists and prominent opinion leaders tasked with helping clients rapidly respond to a changing political environment and influence the online debate. Prior to joining the NMS team, Ms. Boulanger worked for Prism Public Affairs where she provided strategic counsel for clients in the areas of public policy, issues management, crisis communications, and litigation and legislative support. Her relationships with print, radio and television journalists, as well as key online opinion leaders, provided clients with high-level media relations support. Before Prism, Jessica worked at the National Republican Congressional Committee where she served as communications director, overseeing a highly aggressive earned media operation that shaped press coverage in battleground House races nationwide.

Ms. Boulanger spent many years on Capitol Hill and held several senior positions including spokeswoman for Republican Whip Roy Blunt (Mo.). Over the last decade she was instrumental in developing media strategy for House Republicans during numerous leadership races, multiple election cycles, and key legislative initiatives including taxes, trade, healthcare, energy and defense.

Boulanger led communications efforts for Progress for America during Supreme Court confirmation battles for Chief Justice John Roberts and Associate Justice Samuel Alito and served as a regional press secretary for the Republican National Committee (RNC). Her work on Capitol Hill includes the leadership offices of former Majority Whip Tom DeLay (Texas) and former Republican Conference Chairman Deborah Pryce (Ohio). Ms. Boulanger began her communications career at a leading public relations firm in New York City responsible for handling multiple high profile corporate communications assignments, including the Time Warner-AOL merger.
